Biography

Professor Sayeed Bayat supervises postgraduate students at the ISD, and holds adjunct and visiting professorial appointments at the University of Lusaka in Zambia and the University of the Sacred Heart, Gulu, Uganda. He studied at the University of Durban-Westville and obtained his PhD from the University of Stellenbosch. He also holds a National Diploma in Tourism Development, Planning and Management from Galilee College.

Professor Bayat has extensive experience across the public sector, higher education and academic consulting. His public-sector career includes work with the South African Tourism Board (SATOUR) and the National Department of Environmental Affairs and Tourism. He also has substantial experience in university management, postgraduate supervision, executive education and professional training.

His academic and professional expertise spans Public Administration, Development Studies, Development Management, Governance, Public Policy, Human Resource Development, Tourism and Agriculture. He has taught widely in the field of Public Administration and has particular expertise in the design and delivery of training, skills-development and management-development programmes. He has facilitated Management Development Programmes for the National School of Government (NSG) and has delivered numerous short courses and skills programmes for the public and agricultural sectors.

Professor Bayat has an extensive record of postgraduate supervision and examination. Over the course of his academic career, he has supervised approximately 120 Master’s students, 40 doctoral students, and 35 Honours and postgraduate research papers. He has also examined approximately 70 Master’s dissertations and 25 doctoral theses for universities in South Africa and internationally. His supervision experience spans institutions including the Durban University of Technology, Nelson Mandela University, the University of Fort Hare and the University of the Western Cape. At ISD specifically, he currently supervises a number of Master’s students, with 16 students having graduated under his supervision to date.

He has authored and co-authored eight academic books, published extensively in peer-reviewed journals and other scholarly outlets, and presented numerous academic papers at national and international conferences. He has also participated in several international study visits and fact-finding missions.

Professor Bayat has served on a range of committees and boards and has been a member of the councils of at least two universities. He was also involved in the New Public Administration initiative and the Mount Grace Declaration, contributing to debates on the nature and role of a democratic public service in South Africa prior to 1994.

His combination of academic scholarship, senior-level public-sector experience, postgraduate supervision, executive education and applied consulting provides him with a broad and practical perspective on governance, development and public administration.
